On November 25, 2025, the Association of Municipal Companies (VKU) published a clear statement on the heating transition. The core message is that Germany needs more pragmatism, less bureaucracy, and solutions that can be implemented more quickly in order to realistically achieve its 2045 climate targets. According to the VKU, 82 percent of citizens doubt that politicians can make the transition to climate-neutral heating socially equitable.
